Contractors who have authorized Disaster Site Workers on their workforce are able to demonstrate a higher level of preparedness for contract work at a disaster site, providing skilled support services, (e.g. utility, demolition, debris removal, or heavy equipment operation) or site clean-up services in response to natural and man-made disasters.

Our Disaster Site Worker instructors are qualified emergency response personnel and have been involved in facilitating disaster response efforts after a number of major catastrophic events in recent years. They apply their knowledge and specialized training to educate contractor employees in the differences between disaster sites and regular construction or demolition work sites.  Students will learn about the dangers of various disaster sites, and be able to inspect, don, and doff air-purifying respirators.  They will also learn how to work with emergency personnel under the incident command system, understand critical incident stress recognition, become proficient in respirator use and more.  The program will also make management and labor aware that pre-incident training is essential for ensuring disaster site worker safety and health.

Students will receive an identification card recognizing them as a Disaster Site Worker upon successful completion of the program.

With ongoing ‘budget cuts’ at federal, state and local levels, area-wide major disasters, like earthquakes, wildfires, or even terrorist attacks, are likely to tap out local community emergency resources – making it difficult if not impossible for fire and medical service personnel to meet the demand for services.

Factors such as number of victims, communication failures, and road blockages can prevent individuals from accessing emergency services they have come to expect at a moment’s notice through 911.

People will have to rely on each other for help in order to meet their immediate life saving and life sustaining needs. That’s why it’s imperative those who must or want to help have the knowledge and training to make the greatest impact – without jeopardizing their own safety.

In the early 1980s, the Los Angeles Fire Department had created a Disaster Preparedness Division and by 1985 was developing a training program to handle mass emergency needs by training local private citizens and government employees to be able to assist during a major disaster.  The program was put to test less than two years later with the Whittier Narrows earthquake, which further confirmed the need for training civilians to meet immediate disaster needs.

Over the years, this training program – known as CERT, or Community Emergency Response Team – has continued to be refined and improved.  The training covers several important areas:  (1) what to expect following a major disaster in terms of immediate services, (2) responsibility for mitigation and preparedness, (3) training in life saving skills with emphasis on decision making, rescuer safety, and doing the greatest good for the greatest number by offering immediate help to victims until professional services arrive.

battery_packAttention Emergency Personnel:  semi-automatic external defibrillators may falsely detect an error condition, thereby not providing therapy.

RECALL: The FDA has announced voluntary recall of Defibtech, LLC  DBP-2800 Battery Packs used in Lifeline AED and ReviveR AED (semi-automatic external defibrillators). When the AED is used with an affected battery pack, the AED may falsely detect an error condition during charging for a shock, then cancel charge and not provide therapy.

Recall affects all DBP-2800 Battery Packs shipped prior to June 4, 2007, which have been distributed globally to fire departments, EMS, health clubs, schools, and other organizations.

WHAT TO DO: Defibtech will provide customers with a free battery pack update card to address issue for all affected battery packs. The correction to the battery pack will be able to be performed at the location where the battery pack is deployed using any DDU-100 series AED and a Defibtech supplied battery pack update card.

The company has identified recommendations for the end customer to follow until the battery pack has been corrected, which allows the battery pack to remain in service. A copy of these recommendations is available at Defibtech.

CPR AED“Good Samaritans show kindness to others and their good acts should be encouraged, rather than discouraged.” – Assembly Member Mike Feuer, co-author of AB 83 (revises Good Samaritan Law)

Many of us have heard of the Good Samaritan Law which protects individuals from lawsuits while voluntarily helping others in peril.  With the passing of Assembly Bill 83, Samaritans and medical personnel alike are now covered for giving medical care AND providing related assistance – such as rescuing the person from a hazardous environment.

Cal-OSHA Title 8 section 3400 states: “In the absence of an infirmary, clinic, or hospital in near proximity to the workplace, which is used for the treatment of all injured employees, a person or persons shall be adequately trained to render first aid.” The Good Samaritan law now covers those who attempt to provide medical assistance to help others in a workplace emergency, without fear of liability or reprisal.

During this class, participants will learn the proper procedures for making entry into “Permit Required” confined spaces.Confined Space

“A week after a routine check of a sanitary sewer line turned deadly, city officials confirmed Friday, May 14, that high levels of nitrogen led to a city worker’s death and hospitalized three firefighters.”  This excerpt is taken from the Oxford Press, which recently reported on a deadly accident that took place in a confined space – in this case, a city sewer line.  Read article.

This tragic event exemplifies the critical need to properly train employees who work in confined spaces. During this 8-hour class, instructors identify safety and health principles that help you meet OSHA requirements for confined space programs. Emphasis is placed on confined space entry topics that most commonly result in worker injury or death.

In addition, all training is documented and certified per OSHA regulations, and each trainee receives a comprehensive certificate of completion.

Class is designed to:

  • Increase the knowledge of Confined Space Entry related issues
  • Enlighten workers on OSHA’s requirements for confined space work
  • Identify hazards that may exist and how to control them
  • Determine what Personal Protection Equipment (PPE) is needed in confined space environment
  • Evaluate rescue needs and requirements.

  • Identifying permit-required confined spaces and hazards
  • Proper utilization of gas monitoring equipment
  • Methods to safely ventilate your confined space
  • Duties of supervisors, entrants, and attendants
  • Requirements for rescue services & personnel
  • Steps necessary to temporarily reclassify a permit-required confined space to a non-permit space
  • How to take advantage of OSHA’s alternate entry procedures
  • Ensuring your written Confined Space Entry program and procedures meet OSHA regulations.

Rainbow class

Teaching your employees basic skills to immediately attempt a rescue when emergency response personnel may be delayed by distance, just makes good sense.

Earlier this month I finished teaching a Confined Space Rescue class at Rainbow Municipal Water District.  There were 12 students from the district in attendance including the Regulatory Compliance Manager, Jeff Stacy, who set the class up.  Jeff realized that, with his crews working in various remote locations around their north county area, there might not be a timely response by fire department rescue teams from neighboring cities.  Training an employee-based rescue team gives them the ability to immediately attempt a rescue and thereby improve chances of survival of the injured or ill entrant.

The 3 day class included subjects such as rescue procedures, patient medical care, use of stretchers, rope rescue systems, atmospheric monitoring and ventilation and hazard isolation.  2 ½ days of the 3 day class includes hands-on skills and scenarios.

sunnyside FD2This two-day class is geared toward contractors, public agency maintenance personnel, military operations, agricultural and general industry personnel – where open-trench situations may require your employees to know what to do in the event of a soil collapse.

The class will be held at the Rainbow Municipal Water District offices and site, located at 3707 Old Highway 395, Fallbrook, CA 92028-9372.

Class is being offered on Monday/Wednesday, April 26 and April 28, or Tuesday/Friday, April 27 and April 30, and runs from 7:30 am to 3:30 pm on all days.  Individuals who complete the 2-day training will receive a Trench Rescue Manual and Certificate in Trench Rescue Operations from the California State Fire Marshal.

Class provides students with NFPA 1670 proficiencies necessary to be part of a trench rescue team

The advantage of this class is its ‘hands-on’ application.  Students aren’t merely watching a computer-based video, or sitting in class reading a textbook.  Instead, they spend the majority of their time in the field learning from a practical sense, in simulated trench rescue scenarios.  This hands-on approach gives students a sense of accomplishment, and confidence that should an open trench collapse, he or she would be able to assist in the rescue operation and know how and what to do.

This two-day class, taught by JB Safety & Rescue,  is geared toward contractors, public agency maintenance personnel, military operations, agricultural and general industry personnel – where open-trench situations may require your employees to know what to do in the event of a soil collapse.

Class will be held January 13-14, 2010 at the Vista Irrigation District offices in Vista, CA, and runs from 7:30 am to 4:00 pm on all days.

Individuals who complete the 2-day training will receive a certificate in Trench Rescue Operations from the California State Fire Marshal.
